I'll answer my own question. Go to the /windows directory. Scroll down, way down, to 'internet sharing' and click on it. When that app starts, tell it to connect. then on your laptop, click network access on your bluetooth 'available services'.
I haven't yet figured out how to do this with one click. Right now, I have to select connect on the Blackjack and select connect on the laptop. If someone knows how to do this with one click, please tell me.
