Casey Chesnut has written an article for DEVBUZZ on Smartphone development using the .NET Compact Framework and Smartphone 2003 SDK.

If you're looking for a quick overview of what you can do on the Smartphone with .NET CF, particularly in comparison to the Pocket PC, this article is a great read.

It's a good intro article. As a side note, one of the sample applications in the SDK is a file explorer app.
