Direct Push is different than setting up an account in Outlook Mobile. Outlook Mobile accounts can only do sync. You need to open ActiveSync on the phone and add your exhcange details into ActiveSync. This will setup a special account in Outlook Mobile that is Direct Push enabled. Sounds to me like you're just using IMAP or POP3 in Outlook Mobile. Try setting things up in ActiveSync.
I will check on the Samsung i320 again to make sure. However, I recall looking at the Active Sync settings on the phone and they are "pointing" to the right server information. (Why do I believe this? Active Sync is fine with downloading email, calendar and tasks from the Exchange Server- as in the emails are showing up in the Outlook folder of messages and not the Pop folder. Since you can only choose one email account, as in desktop vs. exchange, I am choosing the Exchange's email.)
As an aside, when I test out with my Dopon 838 Pro/Hermes, and turn on the Direct Push function via the Dopod specific software, my Exchange emails get pushed to the Dopod device. I assume therefore I have my settings on the Exchange side working and need to work on the phone settings to make this happen.
